What he says is half true. The other half of the story you must reinstall all your programs again. Further more you will have all kinds of junk files left over from your previous install wasting space. Backup your files, format and do a clean install or even better before this happens create a image using a program like DriveImage XML (free), Norton Ghost or Acronis.
