PDFencrypt Description:

PDFencrypt features the ability to change security settings on PDFs as well as change the Info Tags. User of the product can decrypt PDFs without the master password, only the user password (password to view) is required. PDFs can be encrypted with either 40-bit Standard Encryption or 128-bit Advanced Encryption. Permissions can be set for either encryption types, specifying whether users can print, assemble, edit, extract content, etc.
